Although there is no way of doing this through standard way via configuration but you can try to achieve this using user exit PBAS0001 as check point on infotype 2010.
You can probably have a BDC program created to load data for IT2010 for such wage types and have this checkpoint set-up by letting developer know that he/she needs to put in this condition when any required wage types are entered.
Also, restrict users to manually enter these wage types and only process it via data load program.
Other way that I know is feasible option via writing a custom rule is even if infotype allows wage type to be entered on infotype but payroll would process it as you need but this will have issues when you do reconciliation of what was entered to what was processed.
