Access is denied error

Hello Experts,

  We have upgraded our BI Platform from 4.0 to 4.1 SP04 and Design Studio from 1.2 to 1.4.  We are experiencing strange error in DEV environment 'Access is Denied'.  For the same user with same access in QA environment is working fine.  Once I grant Administrator access to business user in DEV then it's working fine.  Here is the screen shot from debug mode.  Please let me know if you have any idea on this.

"Error: Access is denied.\r\n\n   at Global code (http://xxxx:8080/BOE/portal/1412191509/zenwebclient/int.do:16:4)"
